Not War, Not Peace?

by George Perkovich and Toby Dalton

Description. A short description of a book from my bookshelf, not a review.

Perkovich and Dalton examine how India might respond to a major terrorist attack originating in Pakistan, given the nuclear shadow over both countries. They assess the options available, from army and air strikes to covert action, nuclear signalling and non-violent forms of pressure.

Their conclusion is that each military option carries serious risks and limited prospects of changing Pakistan's behaviour. It is a careful analysis of the difficulty of compelling a nuclear-armed adversary and a useful counterpoint to more hawkish views.
